Brussels, 02/05/2006 (Agence Europe) - The political directors of the Foreign Ministers of the five permanent members of the Security Council (China, France, Russia, United Kingdom and United States) plus Germany met in Paris on 2 May to finalise a common strategy on the Iranian nuclear case ahead of the Ministerial meeting in New York on 9 May. This was the first meeting since the International Atomic Energy Authority (IAEA) concluded in its report of 28 April, the deadline for Tehran to comply with IAEA conditions on the suspension of all uranium enrichment activities, that Iran had neither cooperated nor suspended its nuclear programme. On Tuesday, the “Five” plus Germany faced a double challenge: how to increase the pressure on Iran while at the same time maintaining unity. Supported by Washington, Paris, London and Berlin are agreed on recourse to Chapter VII of the UN Charter - invoked in the event of threats to peace - which can open the way for sanctions, and even, as a last resort, military action. While seeking to reassure Russia and China by proposing a fully controlled step-by-step process, the Europeans were expected on Tuesday to suggest making the IAEA conditions “binding”, through a Security Council resolution.
