Brussels, 28/04/2006 (Agence Europe) - Giving an overview of an article ('Les cinq chantiers de l'euro') to be published in the 'Revue francaise d'economie', the President of the European Parliament's Economic and Monetary Affairs Committee, French Socialist Pervenche Beres, called for political will to be mobilised ahead of enlargement of the eurozone. With or without enlargement of the eurozone, she said, the time is now ripe for raising the question of extending the eurozone and coordinating economic policy. Speaking to a handful of reporters on Thursday, she argued that the eurozone was a natural and legitimate area for strengthened cooperation, calling for the convening of a summit of eurozone heads of state, for example. The main task is to get out of the neutralising of policy mix tools because budget policy and monetary policy are in a state of 'non-dialogue' which does not serve the cause of growth, she said, but tangible common economic piloting tools are needed in the eurozone. At international level, the euro does not have enough power of expression, she explained, calling for greater unity and solidarity in the ranks. Likewise, she asserts in her article that the euro is the only currency not grounded in integrated financial markets, which means that some players are able to maximise their profits by weakening collective choices on the euro, without political powers feeling authorised to intervene. In terms of the institutions, the Commission should have greater potential for taking initiatives with regard to finance ministers, because while eurozone budget piloting is solely after the event (ex-post), true economic piloting requires upstream measures (ex-ante). Beres said that what she found shocking was that when facing an external crisis like soaring oil prices, there was no desire to establish ex-ante policy for the eurozone. She hoped it would be accepted that each Member State's growth conditions have an impact on the growth of the other Member States and there would be shared analysis in the eurozone. At present, there is disagreement over macroeconomic theories, with each Member State making its own assessment, and Beres wants to see the establishment of similar budget timeframes at least, with uniform data but that, she admitted, presupposes that there are a few constraints when the Commission comes up with its analyses.
