Strasbourg, 19/12/2005 (Agence Europe) - After a debate last week and the decision by the Conference of Presidents to set up a temporary investigative committee on the alleged CIA flights and secret detention centres in Europe for transferring terrorist suspects (see EUROPE 9089), the European Parliament adopted a resolution on 15 December stating that if allegations that EU Member States provided assistance to the CIA for these activities are confirmed, it is determined to open proceedings under Article 7 of the European Treaty, whereby in serious and persistent cases of human rights violations, the guilty Member State would lose certain rights, including the right to vote on the Council of the EU. The resolution details information culled by NGOs on the existence of CIA airport facilities for transporting terror suspects in Aviano (Italy), Ramstein (Germany) and Kogalniceanu (Romania), and criticises all use of torture and cruel, inhuman and degrading treatment. At its first meeting next year (on 9 January), the EP Conference of Presidents will look at the mandate and composition of the temporary investigative committee, and the plenary will vote on it in Strasbourg in the week of 16-19 January.
