Brussels, 30/09/2005 (Agence Europe) - On Thursday, the EU Member States gave their agreement to a proposal authorising Poland, Latvia and Lithuania to pay 50% of the Single Area Payment for 2005 to farmers from 17 October onwards in regions where the exceptionally bad weather conditions have caused considerable income losses to farmers. Pursuant to Article 28 of the 2003 Regulation on reform of Common Agricultural Policy (CAP), payments are made once a year during the period between 1 December to 30 June of the following year. Due to the particularly difficult weather conditions in 2005, however, the Commission agreed to make an exception.
