Strasbourg, 09/09/2005 (Agence Europe) - In Strasbourg on Tuesday, the European Parliament followed the advice of its rapporteur Michael Gahler (EPP-ED, Germany), and approved the decision of the Council to divide the regulation establishing access for suppliers to all development aid programmes paid for by the budget of European Union into two. The adopted resolution calls, amongst other things, for the untying of aid to work to boost the position of local and regional producers of goods and services in the developing countries, and calls for a "clear preference in favour of local and regional cooperation benefiting, in order of importance, suppliers from the beneficiary countries, the neighbouring developing countries and other developing countries". The Parliament also calls for particular attention to be paid to respect for fundamental standards in terms of employment law (ILO) when awarding contracts under any Community instrument, and to respect for international conventions relating to the environment (Convention on biological diversity, Carthagena Protocol on biological security and the Kyoto Protocol on climate change).
