22/08/2005 (Agence Europe) - The Commission has published an explanatory guide on electronic public procurement. This guide interprets rules governing electronic procedures for the award of public procurement contracts under European directives 2004/18/EC and 2004/17/EC. It outlines provisions on the inter-operability of systems, the authenticity of prospective contractors, confidentiality and data traceability. The bids made, the system of acquisition, two entirely virtual procedures are also highlighted. The publication of this guide is part of the Commission's 2005-07 action plan on electronic public orders (EUROPE 8872). The European directives will be in force at the end of January 2006 and for the first time put paper and electronic procedures on an equal footing.
