Brussels, 25/07/2005 (Agence Europe) - The European Commission has published a preliminary draft of measures to apply Regulation 648/2005/EC amending Regulation 2913/92/EEC establishing a Community Customs Code. The draft application measures cover four areas - data to be included in prior declarations before goods are imported or exported; the exchange of risk information between Member States; criteria for determining authorised economic operators; and rules governing the Export Control System (ECS).
Published in Official Journal L117 of 4 May 2005, Regulation 648/2005 sets out measures to improve security at the EU's external borders. They cover the replacing of paper customs declarations by online declarations, rationalising customs controls and introducing prior statements for both imports and exports. The measures will not come into application before the entry into force of the application measures.
