06/06/2005 (Agence Europe) - Uzbekistan has refused to grant a visa to a personal representative of Javier Solana for human rights, Michael Matthiesen, who was supposed to be visiting Tashkent on 6 June. This decision comes in the wake of the refusal to hold an independent international inquiry into the events of 13 May in Andijan in the east of the country, where the EU representative was to have visited. In a letter to the Uzbek President Islam Karimov, Mr Solana said that a diplomatic representative should be able to be received at any time to send messages and conduct dialogue: "this is the very foundation of the partnership and cooperation agreement", Javier Solana warned.
