Brussels, 14/02/2005 (Agence Europe) - The Strategy of Lisbon is "the only existing attempt to draw a common prospect for development in Europe. It is thus imperative to make it live. However, the communication of President Barroso aiming at giving it a new departure misses its target. It is thus necessary to look further into the debate, to modify the programme of the Commission, to intervene and reconstruct this strategy and to give it legitimacy, attractiveness and effectiveness". It is what Philippe Herzog, President de Confrontations Europe, affirms in a "Call for a democratic recasting of the strategy of Lisbon". By recognizing that, as notes Mr Barroso, Member States "neglected" their "duty in the appropriation of the Strategy of Lisbon". The former MEP considers that “the Commission has equal responsibility too. It was at a moment when they should have provided a vision (...). Mr. Barroso is proposing a Commission which would be nothing but the technocratic pilot of the intergovernmental method ". After the method, the contents: the program contains positive elements (research, innovation, education, training, infrastructures), but one will not be able "to mobilize these engines without a public action and a renewed financial framework which the Communication is unable to define", since it is mainly calling for "piloting of the market", deplores Mr. Herzog. And is critical of the fact that the Commission, regards liberalization of the services market as a" must ", but harmonization of the rules as a burden. It attacks government aid when there is in fact a need for encouraging public funding. It preaches competition, but a situation of near domination by the monopoly of City of London in financial services does not suffer from such objections. By noting that "there are many actors in European civil society who want to get their voices heard for reviving Lisbon", Mr. Herzog called for the mobilisation in favour of "four broad objectives for recasting the mould": - start the social dialogue up again and transforming the "open method of coordination by creating upward mobility via human ability through training and work, without exclusion"; - to gradually integrate the different services fields into a dynamic combining "market experience", "harmonization of the rules of general interest" and "access of all to networks of modernized services of general interest"; - "to set up industrial policies to reinforce the localization of research and production in Europe" and by aiming at sustainable development by fully exploiting the scale of the internal market but on the basis of strategic social dialogue "between firms, the social partners and the public authorities"; - to implement "a European financial framework distinct from the US model of national capitalism", particularly with the definition of "budget policies and monetary at community level which meet the finalities of development and cohesion".
