2004 Annual Report from Lisbon Observatory (EMCDDA) concludes there is decline in heroin consumption and new HIV infections - cannabis remains drug most used in EU - 9000 fatal overdoses in Western Europe each year

Brussels, 30/11/2004 (Agence Europe) - There is a decline in the number of drug-related deaths, a decline in the number of persons newly infected with AIDS and in heroin consumption, but concern is growing about the consumption of other drugs.
