18/11/2004 (Agence Europe) - Karl-Heinz Florenz (CDU), Chair of the European Parliament Committee on the Environment, denounces as "incredible manipulation" the fact that the EU Council translations service has, in the translation of the Council and Parliament common position on hygiene in feed for animals, included relatively unimportant "whereas" in a binding article "thus giving the common position quite a different meaning". One can challenge the words "and I respect this", Mr Florenz admitted, although he went on to add: "but the Council's translation service must not become the third legislative arm". If we do not go back to the initial text, the Parliament will call for a second reading, Mr Florenz warned.
