Brussels, 25/10/2004 (Agence Europe) - The Parliament should have the right to reject a Commissioner individually, states German Social Democrat Jo Leinen, president of the Committee on Constitutional Affairs of the EP in a press release. He is pleading in favour of an inter-institutional agreement with the Commission that would allow this in the future. He feels that President Barroso should promise to do this before the confirmation vote on his Commission by the plenary in Strasbourg next week. British Liberal Democrat Andrew Duff, whom the Constitutional Committee tasked with assessing the procedure whereby the European Commission is approved, came out very critical of the current system of candidate hearings in a provisional working document. Stressing that the procedure is "valid", Mr Duff specifically criticised the lack of flexibility in the hearings, and also cast doubt on the effectiveness of the written questionnaires (which, he says, some MEPs did not even read). As for the letters of evaluation, their messages were often "vague" and very diverse in content. For this reason, he suggests that a kind of ad hoc committee be set up in future to hold the hearings, a "Wider Committee" made up of leading members of the political groups, elected by the groups.
