Brussels, 16/09/2004 (Agence Europe) - A civil servant from the European Commission is visiting Turkey this Thursday and Friday to investigate allegations of systematic torture made by an NGO during Commissioner Verheugen's visit to Turkey last week, said the Commissioner's spokesperson. "An NGO told us that there is systematic torture, while others indicate that it is in fact declining", said the spokesperson. The civil servant is visiting the country "to look into the situation" before the report on accession is finalised, he added. He will meet with NGOs and officials. Commissioner Verheugen's spokesperson once again denied rumours that the European Commission's opinion on opening negotiations with Turkey will be postponed. The opinion will be delivered on 6 October, he said.
