Scheveningen, 13/09/2004 (Agence Europe) - Wim Kok's presentation of the state of play with progress of the work of the high level group he chairs on the mid-term review of the Lisbon strategy was followed by several national contributions, which called for a reduction in barriers to growth and employment. Chancellor of the Exchequer Gordon Brown presented a written document defining four urgent priorities towards reaching full employment: reducing the regulatory burden upon business, increasing the flexibility of the employment market, achieving the single market in line with a time-table of specific and credible reforms, reducing barriers to trade with the United States and the rest of the world. We must prepare, as "there is not security without change", as he told his colleagues. Karl-Heinz Grasser also said he hoped that countries will focus on various priorities including precise deadlines and monitoring of their implementation. He estimated that national approval of reforms via a "Mr Lisbon" in each Member State would be a good thing. Hans Eichel joined him in proposing recompense to Member States which achieve set targets. Wim Kok pointed out that communication is essential, especially on social reforms, not easily accepted by the public, as Spain commented. He will submit his report to the Commission by 1 November.
