WWF claims that out of three National Allocation Plans for the European Emissions Trading Scheme submitted by Member States, only the Spanish plan is appropriate

Brussels, 09/08/2004 (Agence Europe) - Last week, Spain, Italy and Poland notified their National Allocation Plans (NAPs) for the European Emissions Trading Scheme quotas to the European Commission (for the carbon trading scheme to be set up for companies in the EU in January 2005).

The World Wide Fund for Nature (WWF) has already made an initial assessment of the NAPS and indicates in a press release that "out of three National Allocation Plans … only Spain's reflects serious climate...
