26/05/2004 (Agence Europe) - The TMC Asser Institute, a Dutch inter-university centre which organises a conference every year on European law, is launching a conference on the theme: "The European Constitution: the best way forward" from 13-16 October in The Hague. Questions raised will include: Does the Draft Constitution make the decision-making process more democratic, transparent and effective? The main themes tackled will be: - the process and impact of a European Constitution; - transparency and legal instruments in the Constitution; - democratic life of the EU; - improving effectiveness and quality of European legislation; - enlargement of executive, judiciary and legislative powers of the EU; - the Constitution and access to justice. Sixty experts of European institutions and representatives of parliaments, governments, judiciary powers and universities of 25 Member States, future accession candidates, Switzerland, Russia and the United States. Conference organisers have taken inspiration from the words of Valéry Giscard d'Estaing, Chairman of the European Convention that drew up a draft Constitution for whom "this draft is the maximum feasible today without it harming the EU's fragile structure".
