22/03/2004 (Agence Europe) - On the occasion of the General Affairs Council on 22 March, Amnesty International published a new report on the death penalty in China, calling on the 25 to promote a moratorium on capital punishment in this country. The dialogue on human rights between the European Union and China "is an excuse for the EU not to put forward a resolution at the United Nations Human Rights Commission in Geneva criticising China's human rights record", it was deplored by Dick Oosting, Director of Amnesty International's EU Office.
