27/01/2004 (Agence Europe) - In contradiction to the official Commission argument confirming the EU's unshakeable commitment to the Kyoto Protocol and its unrelenting confidence in ratification by the Russians, Loyola de Palacio, Vice-President at the Commission and Energy Commissioner, urges in favour of reviewing the situation if Russians do not ratify this international instrument. "If Kyoto is not ratified, the EU must reconsider the measures adopted to see whether there are alternative systems allowing not only for the final objective to be achieved but also for the competitiveness of our industries to be maintained (…) Kyoto may be applied in several ways, by sanctions or by encouragement", she said in Madrid, reported by the Spanish agency, Europa Press.
