Brussels, 29/10/2003 (Agence Europe) - The European Commission proposed on Wednesday to cancel 5 billion EUR in payment appropriations from the 2003 budget. These credits would allow the 1994-1999 programmes of the structural funds to be closed, and thus allow the "funds awaiting clearance" to be wiped off. They will not be used this year.
