24/10/2003 (Agence Europe) - The European Commission has just adopted a communication on governance and development. This text, which we will publish in our series EUROPE/Documents, aims to offer a new and practical approach to governance with a view, in particular, to increase possibilities of eradicating poverty, and to build sustainable development in many third countries. The document concludes that good governance cannot be built on the foundations of a universal model, but it must be encouraged on national bases, departing from existing situations. The Commission has outlined three different scenarios for EU support to good governance in third countries: difficult partnerships, post-conflict situations or "effective" partnerships.
