Pat Cox's appeal to summit - Italian presidency still in listening phase

Brussels, 15/10/2003 (Agence Europe) - Whilst Foreign Affairs Ministers appear to be quite prepared to repeat previous scenarios of pernickety negotiations, the meeting on Thursday in Brussels of Heads of State and Governments will not really be of any use unless it allow the work of the Intergovernmental Conference to be redirected. The President of the European Parliament, Pat Cox, is expected to call on Heads of State and Governments to put a brake on the drift observed during the first two meetings of the IGC at Ministerial level (see comments from Messrs. Hänsch and de Vigo in EUROPE yesterday p 4) and those of Mr Voggenhuber in EUROPE today p 6). Mr Cox may call for the spirit that presided at the Convention and ask why and how the atmosphere, mood and method had changed so much, barely three months after the work of the Convention came to an end. Following on from the Commission President (see p 5) Mr Cox may insist on the need to prioritise the general interest over national interests. This speech is expected to find a positive echo at least among the founding countries. President Jacques Chirac, has already made known through his spokesperson that he wants to get to the "core of the subject". The Italian Presidency is however, in a listening phase and at this stage does not want to present any compromise proposals, indicated the Permanent Representative, Umberto Vattani on Wednesday.
