20/06/2003 (Agence Europe) - David Heathcoat-Amory, one of the authors of the "minority report" on an alternative draft of the European Convention's text (a report that Valéry Giscard d'Estaing submitted to the European Council: see above) calls in a press release for "an intergovernmental system, where national parliaments reign supreme". The report calls for a "new draft from a much more representative convention, democratic in content and democratic in procedures". It affirms that, above all: - if the EU must have a new name, this must be "Europe of Democracies"; - the national parliaments will have a right of veto on issues that they consider important; - in the Council, each Member State will have a voice; - and each national parliament will elect its own member to the Commission and may censure that person.
