Brussels, 28/05/2003 (Agence Europe) - Hailed as a victory by Tony Blair's Labour government, condemned as a disaster for British sovereignty by the Conservatives: the draft Constitutional Treaty presented by the Presidium of the Convention this week has drawn contradictory reactions from the British Press. Foreign Secretary Jack Straw said in Wednesday's The Times that "we have good reason to be confident. There has never been a better chance for Britain to shape Europe". The draft Constitution "will create a stable rule book setting out clearly the primacy of nation states", he added. Welcoming the removal of the word "federal", Chancellor of the Exchequer Gordon Brown wrote in the Wall Street Journal Europe that "we have argued for reforms, and carried the days". "Lies!" retort the Conservatives, such as Shadow Foreign Secretary, Michael Ancram, who said "once again we are finding in the small print measures which are centralising power both to the Commission and the Parliament".
