Luxembourg, 16/04/2003 (Agence Europe) - In its conclusions adopted on Monday, the Council of the EU, "expressed is satisfaction with the dialogue between the EU and Indonesia" and confirms that the Union is ready to help and provide observers for the Presidential and parliamentary elections in 2004. Referring to the different internal conflicts in Indonesia, the Council stresses that a lasting peace in Aceh has to be based on "democratic and fair elections" in Aceh in 2004. It also confirms that the EU is ready to provide financial aid for the implementation of the cease-fire agreement and the post conflict period.
The Council "expresses its solidarity with Indonesia's efforts in fighting against terrorism" following the attacks in Bali. Preparatory work has begun in order to translate the commitments made by the EU into support for the Indonesian government in this area and in reform of the police forces. The Council, in this context, welcomes the setting up of regular meetings between European and Indonesian anti-terrorist experts and reiterates the offer of financial aid from the EU.
The conclusions express the expectations of the Fifteen in connection with reform of the police and legal systems, as well as measures for promotion human rights. The EU "expressed its disappointment regarding the way the ad hoc tribunal on East Timor functioned, which did not result in a substantial account of the human rights violations".
