Strasbourg, 11/04/2003 (Agence Europe) - The European Parliament has set itself the goal of making legislative texts clearer, easier to apply and fewer in number. This goal is set out in a resolution on the Commission's reports on "legislating better" 2000 and 2001, devoted to application of the principles of subsidiarity and proportionality. The report by French Socialist François Zimeray proposes that, following a new approach on these two principles, the Commission: 1) describes the way proposals compared to the principles of subsidiarity and proportionality are assessed before they are adopted; 2) makes a synthesis of the comments and amendments presented by the interested parties and the other Community institutions during pre-legislative consultation; 3) gives examples of responses to these comments; 4) analyses the impact of the EP and Council on legislation; and 5) informs national parliaments, at the beginning of each year, of the areas where it plans to present legislative proposals. The resolution, moreover, calls on the Commission to take effective measures to remedy the "over-frequent cases of non-application of Community law" and "deplores the multiplication of preparatory documents presented by the Commission (Green Papers, White Papers, communications, reports and interpretative notes).
