Brussels, 26/03/2003 (Agence Europe) - Despite the assurance given on 19 March by Greek Prime Minister and President of the European Council Costa Simitis, opinions continued to differ, on Wednesday, between the Council and Parliament over the spending needed for EU enlargement to ten new Member States. On Thursday, the plenary (after discussion on Wednesday evening) is to adopt a report by British Labour member Terry Wynn and Elmar Brok (CDU) on the introduction of the financial framework in the accession treaty. It was therefore not ruled out at this stage that the Parliament would carry out its threats if the Council does not agree to honour the EP's budgetary prerogatives: - either postpone adoption of assent on the Accession Treaty (at the risk of having its official signature in Athens on 16 April cancelled); - or denouncing the interinstitutional agreement of May 1999 which is an indispensable instrument for implementation of financial perspectives. The EP is to take a stance on the strategy to be followed during the budgetary trilogue that brings together the Commission and both branches of the budgetary authority, on Thursday.
