Brussels, 09/01/2003 (Agence Europe) - In its second contribution to the work of the European Convention, the ATD Fourth World Movement mainly proposes that, in the future constitutional treaty: 1) the preamble should stress the fact that extreme poverty and social exclusion are in violation of human dignity and fundamental rights, and that the eradication of extreme poverty is a common necessity; 2) Article 2 should also include values such as equality, solidarity and social justice; 3) Article 3 should mainly include the following EU objectives: - eradication of extreme poverty and the promotion of social inclusion as an integral part of sustainable development, effective access by all (and especially by the disadvantaged populations) to services of general interest; 4) Article 6 must recognise the binding nature of the Charter of Fundamental Rights; 5) Article 11 should include the fight against poverty and social exclusion among the fields of competences shared between the EU and the Member States; 6) Article 12 should recognise the responsibility of the Union to adopt supportive measures for the promotion of an overall and coherent policy to fight against poverty and social exclusion and to facilitate cooperation between Member States in the definition and the implementation of these policies; 7) Article 28 integrates the open method of coordination as an EU instrument for action, specifying that the arrangements for this method must allow disadvantaged populations to take part and to express their views; 8) Article 34 should establish a real structured civil dialogue giving stability, duration and transparency to effective cooperation between the NGOs on one hand and the EP, the Council and the Commission on the other, allowing the disadvantaged populations to be actively involved.
