09/12/2002 (Agence Europe) - Javier Solana and Chris Patten welcomed the adoption last Friday, by the Constitutional Commission, of the Draft Constitutional Charter that is to lead to the creation of the future State of Serbia and Montenegro. This shows that the new relationship between Belgrade and Podgorica has strong backing from all major parties in both republics, Mr Solana said. He added: "I am therefore looking forward to the Charter being rapidly adopted by the Parliaments of Serbia and Montenegro and then being submitted to the Federal Parliament. (…) As regards Kosovo, I reiterate my view that the basis for the future status of Kosovo remains UN Security Council resolution 1244". Chris Patten, for his part, hopes "everyone will now work together to make a success of these important new arrangements and that this will be followed by a rapid agreement on the action plan to create a single market and customs area".
