Brussels, 19/11/2002 (Agence Europe) - On Tuesday, Member states condemned the violation committed by North Korea of its international obligations having gone ahead with a uranium enrichment programme for nuclear weapons. The Fifteen called for he "immediate" and "verifiable" dismantling of this programme, but decided not to sanction. Here they followed the line of action established by the Kedo at the end of last week, explained the President of the EU Council, Per Stig Moeller. At the Kedo, the United States, South Korea, Japan and Europeans agreed to wait until December before suspending the delivery of oil to Pyongyang, the diplomats recall (see EUROPE of 16 November, p.13). The Fifteen will return to the issue at their next meeting, said the Danish Presidency. In initial draft conclusions prepared at the end of last week, the Fifteen were contemplating deciding to suspend EU technical assistance (France and the United Kingdom wanted that approach). They finally opted for the other alternative envisaged, that the Commission and Member states would "review technical aid and commercial measures". Humanitarian aid will not be affected.
