Honouring his promise, the Chairman of the European Convention, Valéry Giscard d'Estaing, presented to the plenary meeting of the Convention in Brussels, on 28 October, a preliminary draft of the Constitutional Treaty drawn up by the Praesidium. He specified that, at this stage, it was just an initial draft structure (see EUROPE of 28/29 October, p.5, and 30 October, p.4).
