Brussels, 29/10/2002 (Agence Europe) - Negotiations between the EU and Russia on Moscow's accession to the WTO "progressed" with regards liberalisation of banking and insurance services during the visit by Pascal Lamy to Moscow, the Commissioner's spokesperson, Arancha Gonzalez, said on Monday (see EUROPE of 26 October, p.10). "It is now a matter of setting this progress to music", notably in talks at expert level, she added. On the other hand, she pointed out that, on telecommunications, Russia had "climbed down". Liberalisation of the services sector is the main obstacle in EU/Russia talks on Moscow's entry to WTO. As far as energy is concerned, Russia is clinging to its "two price" system, that is, one price for domestic consumption and another for exports, said the spokesperson.
