19/02/2002 (Agence Europe) - Javier Solana's participation at the launching of the "Shaping an effective EU foreign policy" publication, on 19 February in Brussels (see page 8) demonstrates his wish to put certain recent exaggerations on the differences of analysis between the EU and Washington regarding the threat to our values and interests since 11 September, in perspective. In actual fact, these analyses largely converge with regard to the main elements of the threat that have been identified. They also converge "in large part" with regard to the means to combat these threats but the CFSP High Representative believes they should be discussed calmly and rationally (according to Reuters, one needs to tell the truth between friends but not necessarily using a megaphone). In an interview with the Spiegel newspaper, José Maria Aznar believes that the EU should discuss the new vision of US policy, and points out that there should be no room for division within the anti-terrorist coalition and the fight against terrorism but attacking so-called rogue states was not the same thing as the war on terrorism.
