Preparing for Barcelona, economic impact of 11 September attack, International Criminal Tribunal, democracy in Turkey

Brussels, 18/02/2002 (Agence Europe) - The European Parliament's plenary session at the end of February in Brussels will concentrate on preparing for the Barcelona European Council on 15/16 March and will provide an opportunity to discuss the economic impact of the 11 September terrorist attacks, the setting up of an International Criminal Tribunal and democratic rights in Turkey. The detailed agenda (which may be amended somewhat) is as follows:

Wednesday 27 February (13: 00 to 20: hrs, then 21: 00 to 24: 00 hrs)

European Commission Communication on decisions taken that day;

Joint discussion on the Barcelona European Council: Declarations by Commission and Spanish Presidency, Bullmann report (German Social Democrat) on the Lisbon process, followed by vote, Karas (ÖVP, Austria) on the economic repercussions of the 11 September terrorist attacks, oral questions from Jackson (UK Conservative) on strategy for sustainable development;

Council declaration on International Criminal Tribunal;

Council and Commission declaration on democratic rights in Turkey (focussing on situation regarding HADEP party);

Flesch recommendation (Luxembourg Liberal) on Council Common position on regulation on first level internet domain (codecision, second reading);

Blak report (GUE/NGL, Denmark) on measures taken by Commission in the light of comments accompanying the discharge decision for 1999 budget);

Gahrton report (Greens/EFA, Sweden) on Commission Communication on EU relations with south Caucasus region;

Lucas report (British Green) on impact of transport systems on health;

Mayol i Raynal report (Greens/EFA, French national elected in Spain) on draft regulation concerning labour costs (codecision, first reading);

Thursday 28 February

Joint discussion commune on Pack report (CDU, Germany) on implementation of Socrates programme, Graça Moura report (EPP-ED, Portugal) on "Culture 2000", and Gröner report (German Social Democrat) on "Youth"

Votes from 11 to 13 hrs, (also on a resolution on the implementation by Council and Commission of the regulation on access to documents).

In Brussels on 20 March, the Council will be holding a special session from 15 to 19 hrs for the Council and Commission to present the results of the Barcelona Summit.
