ICAO Conference should adopt action plan on air safety

Brussels, 18/02/2002 (Agence Europe) - The members of the International Civil Aviation Organisation should adopt an action plan to enhance air safety, at the ministerial conference to be held in Montreal on 19 and 20 February. Organised after the attacks of 11 September, under the impetus, notably, of European Union, the Conference of the ICAO should reaffirm that it is "up to States to ensure the safety of aviation on their territory" and ratify an action plan to enhance the safety provisions and implement an audit programme, together with financing plans. It should also analyse the repercussions of the attacks on air transport and consumers. On that occasion, Europeans should plead for full implementation of the safety measures defined by the ICAO in its "annex 17" and for the examination of new measures, such as the compulsory closure of the doors of cockpits. The Fifteen would like to define a common approach with the United States so as to avoid Washington adopting unilateral measures that could prove contradictory with those defined by the EU.
