EP critical of some Member States

Strasbourg, 13/02/2002 (Agence Europe) - Following the line set out by Greek Socialist Ioannis Koukadis, the rapporteur on the Commission's report on the transposition of the 1993 directive on issue surrounding changes to working time (aiming to improve workers' health and safety conditions - breaks, weekly rest periods, maximum working time, annual leave, night shifts, etc), the EP slams the practice whereby some Member States avoid giving information about measures adopted to transpose the directive on the grounds that existing legislation already covers this. The EP also regrets the fact that although the directive sets out long transitory periods, several Member States have been reluctant to properly transpose the directive and are not sticking to the deadlines. It calls on the Commission to ensure that Member States transposing the directive through collective agreements make sure that all workers are covered; ensure the full application of the directive in the public sector; look at conditions in new forms of employment (temporary, part-time, short-term and precarious employment); study the specific nature of home working; and ensure the work time measures are compatible with pregnant women and new mothers, the disabled, people doing courses, apprentices and children and young people.
