According to the British daily The Observer, the British-Dutch publisher REED ELSEVIER is negotiating the terms of a merger with its Dutch rival WOLTERS KLUWERS. Such a project had already been on the table early 1998 but was abandoned after reticence expressed by the European competition authorities.
