Brussels, 28/09/2001 (Agence Europe) - In Damascus on Friday after the EU Troika's trip around Arab and Muslim states, the Belgian Foreign Minister, Louis Michel, commented that with the exception of Syria, the EU had found that no country explicitly challenged the US' right to riposte to the terrorist attacks. At a joint conference, Louis Michel and the Syrian Foreign Minister, Farouq al-Shara, noted "points of convergence", but also disagreements over the definition of terrorist groups and the right of the US to riposte because of the risk to civilians such a riposte would entail. The EU Troika (made up of Louis Michel, the High Representative for CFSP, Javier Solana, and the External Relations Commissioner, Chris Patten) refused to distinguish between "good" terrorists (like the Lebanese Hezbollah, as far as Syria is concerned) and "bad" terrorists. The Troika raised the issue of organising an international conference on terrorism under the auspices of the United Nations, with the aim of reaching a common definition of terrorism, even though Commissioner Patten acknowledged that it was difficult to reach a common definition of terrorism even at EU level. In general, the Troika's trip has been very well received by all the countries it has visited, according to Mr Michel, adding that it was a "political symbol" - by making the trip, he said the EU was reaching out to the Arab and Muslim world and this had been welcomed by the countries visited. Mr Michel will be travelling to Jordan and the Lebanon next week.
