Public telecommunications operators dispute some parts of the Council of Europe draft convention on cyber-crime

Brussels, 30/04/2001 (Agence Europe) - The association of European Telecommunications Network Operators - ETNO referred on Monday to its concerns regarding the Council of Europe's Draft Convention on Cyber-Crime. The text is intended to respond to challenges linked to the increase in cyber-crime and has to be finalized within a month. It will define the procedures to follow for cross-border cooperation between authorities that ensure implementation of the law and establish minimum standards to follow by the signatories in terms of laws and procedures. In a press release ETNO confirms its backing for the general goals of the draft convention, which is to combat this type of crime and update national legal frameworks in he light of technological developments, but denounces the fact that the Council of Europe has not consulted interested parties enough and that the plan contains ambiguous aspects. One of the most disputed aspects is that the draft convention encourages Member States to adopt legislation on the collection and storage of data without taking account of their impact of civil liberties and the cost imposed on operators and their clients.
