Parliament calls for EU solidarity following floods in Italy and Spain

Strasbourg, 26/10/2000 (Agence Europe) - By approving a resolution by the EPP/ED, Socialist, Liberal, Green and UEN groups, on Thursday, on the recent flooding in Italy and Spain, the European Parliament called on the Commission and Member States to "provide for concrete measures of solidarity through a galvanization of human and material resources, in the framework of the five-yearly plan introducing a Community action plan in favour of civil protection" adopted by the Council in December 1999. The MEPs (Nistico amendment, on behalf of the EPP) place special emphasis on the ravages suffered by the Ionian coast of Calabria, and especially the zone of Soverato. Furthermore, they call on the Member States concerned to update their legislation so as to avoid the construction of infrastructures and housing in vulnerable areas from a hydro-geological point of view, and (an amendment table by the members of the Bonino list), they urge the Commission and Italian authorities to favour calls for tender mechanisms calling for bids for projects to be presented for competition between local private consortia organisations rather than paying out the money directly to local bodies. Finally, Parliament calls for an EU political initiative aimed at strengthening coperation in matters of territorial planning, in accordance with the guidelines of the Development scheme of the community area.
