Vienna, 04/07/2000 (Agence Europe) - The Coalition Council which brings together the parties of the Austrian government, ÖVP and FPÖ, decided on Tuesday after six hours of discussion, to prepare a referendum on bilateral sanctions by the Fourteen against Austria. Chancellor Schüssel pointed out that the referendum could take place on 29 October or 26 November (this might not be convened if sanctions are lifted in the meantime). Austrian citizens will be questioned on the need to use every means possible to lift sanctions, including veto on institutional reform. The text to be submitted to referendum would be worded as follows: "During reform of the European institutions, should the federal government impose its will by every means in its power so that the unjustified sanctions imposed by the EU Member Sates are lifted immediately".
Political groups generally appreciate French Presidency programme and raise several questions - President Chirac answers
Jacques Chirac's declaration was followed by the declarations of political groups, which, in general, welcomed the programme presented, but obviously with some exceptions or to varying degrees. Strengthening of institutions, transparency, and the inclusion of the Charter of Rights into the Treaty were often mentioned while some speakers added the Tobin Tax or other aspects. The most critical of all were two French parliamentarians: Charles de Gaulle for the extreme right and Jean Saint-Josse (hunters) for the Group of Democracies and Diversities.
President Chirac answered in detail. (EUROPE will report on this in tomorrow's issue). To Mr Charles de Gaulle he said that he recognises he has every right but not that of speaking on behalf of General de Gaulle.
