Governments should "finally" negotiate, says Jo Leinen

Brussels, 03/05/2000 (Agence Europe) - German Social Democrat Jo Leinen, rapporteur with Giorgios Dimitrakopoulos on the European Parliament's requests for the Intergovernmental Conference on institutional reform, has urged Member State governments "finally, after Easter, to start detailed negotiations on reform of the Union". Mr Leinen observed that, even though the "three Amsterdam leftovers" were already discussed at length during the preceding Treaty revision, the governments "are now starting over at zero and are swapping the old arguments", wasting a lot of time, only to try later to "save what can be saved in Nice, in a final chaotic phase". According to the Member of the EP, the unfolding of the IGC over the past two months confirms once again the "major inconveniences of the intergovernmental method for drafting a European treaty". The governments are "playing poker" and hiding their cards, he asserted, adding that this "game of hide-and-seek" has to stop now. To accomplish a substantive reform of the EU, "we do not have too little time, but not enough political will so far", declared Jo Leinen.
