European Constitution Intergroup proposes interparliamentary conference before summit this autumn

Strasbourg, 27/03/2000 (Agence Europe) - The European Constitution Intergroup of the European Parliament, organised by Ms Frassoni and Ms Malmström and Messrs Carnero Gonzalez, Duff, Lamassoure, Leinen, Mantovani and Papayannakis, stressed in a declaration adopted on Thursday in Strasbourg the need to strengthen the democratic legitimacy of the revision process for the Treaties by "allowing the expression of the will of the citizens through their elected representatives in parallel and complementary to that of the States which is already asserted in the Intergovernmental Conference". The Intergroup, which meets on the fringe of each plenary session in Strasbourg, therefore calls on the European Parliament and on the Member State parliaments to "make their voice heard by the summoning - prior to the first European Council meeting taking place in autumn 2000 under the French Presidency - of an Interparliamentary Conference on the institutional reform of the Union in view of its enlargement". (ED.: Before the European council early December in Nice, a special summit should be held in the autumn, probably in Biarritz).
