Seixas da Costa Group discuss extension of qualified majority and possible inclusion of other topics

Brussels, 06/03/2000 (Agence Europe) - The Intergovernmental Conference's preparatory group held its third meeting on Tuesday 7 March in Brussels, under the Presidency of the Portuguese Secretary of State Francisco Seixas da Costa. Let us recall that the Commissioner for Institutional Affairs Michel Barnier and the MEPs Elmar Brok and Dimitri Tsatsos will take part in the work of the preparatory group.

This Tuesday, the Seixas da Costa group will continue its discussions of the topics already covered during the meeting that took place on the 25 February, or:

  • The extension of the qualified majority vote (see text from the Portuguese Presidency on the categories likely to pass unanimously by qualified majority in EUROPE of 25 February, p.3, and the indications made by Mr. Tsatsos on the group's first discussions in EUROPE of 2 March, p.3);
  • Possible inclusions in the IGC agenda of other topic left unfinished in Amsterdam (let us recall that the Italian Prime Minister Massimo D'Alema indicated, in particular, that European Security and Defence policy should be included in the Treaty).
