Helsinki, 11/01/2000 (Agence Europe) - At a seminar in Helsinki on Monday, the European Ombudsman stated that citizens' right to good administration should be enshrined in the European Union's future Charter of Fundamental Rights. Jacob Soederman said that the Treaty had to recognise that citizens had the right of an open, accountable and service-minded European administration. Among the rights that citizens should be guaranteed, the Ombudsman cited that of being heard, the right to receive a reasoned reply in due time and in their own language, as well as the right to be informed of the remedies in case of a negative response. Having recalled that only the European Agency for the Evaluation of Medicinal Products had adopted a code of good administrative behaviour, Mr. Soederman said that he would soon be drawing up a special report for the European Parliament, in the hope that the latter would use its powers for the adoption of a European law on good administrative behaviour.
