European Commission publishes strategy to help Member States implement driving licence directives

30/07/2026 (Agence Europe)On Wednesday 29 July, the European Commission published its implementation strategy for the Driving Licence Directive and the directive on disqualification from driving, which entered into force at the end of 2025 (see EUROPE 13760/34). These laws notably provide for the introduction of an EU-wide accompanied driving scheme for drivers aged 17, a probationary period for novice drivers, as well as more systematic checks on people’s fitness to drive. The new provisions also adapt training and test requirements in order to pay greater attention to the safety of vulnerable road users. The European Commission wants to support Member States through a structured approach based on various tools: guidance documents, technical exchanges, cross-border cooperation projects, implementing acts and delegated acts, templates, peer learning and monitoring based on risk assessment.
