On 16 April, the European Network of Transmission System Operators for Electricity (ENTSO-E) and the European Distribution System Operators Entity (DSO Entity) submitted to the Agency for the Cooperation of Energy Regulators (ACER) the FNA methodology, which enables Member States to define their flexibility objectives for non-fossil fuels, such as storage or demand response, and possibly lead to the implementation of support schemes for flexibility.
The proposal defines the methodology for analysing national flexibility needs in electricity networks and sets out the type of data to be collected by network operators and their format.
ACER has three months, until 16 July, to approve the proposed methodology or modify it. Once approved, the methodology will become binding for national assessments. These must be submitted by the designated national entities by July 2026. On this basis, the Member States will then have to set their national non-fossil fuel flexibility targets within six months, by January 2027.
ACER will then examine these national reports and make recommendations on issues of cross-border interest “to ensure that sufficient non-fossil fuel flexibility capacity is in place”. It should be noted that the Agency is currently working on an EU-wide assessment of flexibility needs, which will be published by July 2027.
