European Commission provides further guidance to Member States to help refugees from Ukraine access jobs or vocational training

The European Commission published, on Tuesday 14 June, guidelines for Member States to facilitate access to jobs and training for Ukrainian refugees. The guidelines, released on 15 June, complement a first recommendation to Member States on access to jobs for Ukrainian refugees and recognition of qualifications (see EUROPE 12917/10, 12927/3).

The guidelines provide advice on the support that Member States can offer in relation to career guidance and job search. Member States are invited, for example, to encourage newcomers to register with local public employment services, to take into account the situation of women in accessing the labour market and the issue of access to childcare. They are invited to support employers who hire refugees and to fund the creation of start-ups by refugees.

Undeclared work and the risks of exploitation of refugees must also be addressed. The situation of people with disabilities should be kept in mind as well by decision makers.

For skills, it is recommended to provide support for the development of CVs or skills tests. Refugees should also be offered targeted opportunities for further training and retraining.
