The timetable for adopting the legislative texts reforming the Common Agricultural Policy (CAP) is becoming clearer, following the meeting of the Special Committee on Agriculture (SCA) experts held on Monday 4 October.
The Slovenian Presidency of the EU Council and the European Commission have informed delegations that the legal-linguistic revision of the texts should be finalised by 17 November.
The European Parliament is expected to vote on the three regulations on 23 November and the EU Council is expected to adopt them on 2 December.
Secondary legislation (delegated acts and implementing acts) can only be adopted once the basic legislation has entered into force. However, the Commission has been addressing the most pressing acts and Member States will have a clear overview of the content of these acts when they finalise their national CAP plans (by the end of December 2021).
