  • Luxembourg. Council of the EU. Justice and Home Affairs Council (and 08/06). *Justice: - Fight against illegal content online: debate on the modernisation of rules governing digital services. - Assignment of claims: general approach on the Assignment of Claims Regulation, which is to establish uniform rules on the law of the State which should determine the ownership of a claim assigned in a cross-border transaction. - E-Justice: Definition of a general approach on the Regulation on cross-border e-Justice services in Europe (e-CODEX), which allows judicial authorities to communicate with each other in a secure way. - Fundamental rights: a general approach on new rules amending the Regulation establishing the EU Fundamental Rights Agency. - Illegal content online: debate in the context of the proposal on Digital Services Act (DSA). - Public Ministries: exchange of views on the best operating and exchange conditions for public ministries. - Protection of vulnerable adults: adoption of conclusions on the protection of vulnerable adults in civil and criminal matters and state of play of negotiations on the EU accession to the European Convention on Human Rights, the establishment of the European Public Prosecutor’s Office and electronic evidence.

Justice and Home Affairs Council. *Home Affairs: - Fight against crime and terrorism: debate on the impact of the Covid-19 pandemic on the fight against crime, on the prospects for internal security with regard to artificial intelligence, and a presentation by the Counter-Terrorism Group of its regular update on cooperation between counter-terrorism authorities; state of play of the discussions on the regulation amending Europol. - Resilience of critical entities: Progress on the discussions on the proposal to strengthen the resilience of critical entities providing essential services in the EU against disruptive incidents caused by natural hazards, accidents, terrorism, internal threats or public health emergencies. - Migration and Asylum: Presentation by the Commission of the state of play on the new Pact on Migration and Asylum. - Schengen area: first debate on the Schengen strategy, which should be presented by the European Commission next week; state of play of the implementation of interoperability (implementation of the entry/exit system and the European travel information and authorisation system, which should be operational by the end of 2022).

Environment Council. - Batteries and battery waste: progress on the relevant regulation. - Strategy for adaptation to climate change: agreement sought on EU Council conclusions on the strategy presented by the Commission. - Zero pollution: exchange of views on the Commission’s communication on the EU action plan ‘Towards Zero Pollution’. - Any other business: presentation by the Presidency of updated information on the Aarhus Regulation and the 8th Environmental Action Programme; information from the Dutch delegation on the Alliance for Decarbonisation of Transport and Prevention of Fraud in the Biofuels Sector; presentation by the Estonian delegation on a meeting of the International Water Convention; presentation by the Slovenian delegation of the work programme of its upcoming Presidency.

In addition to the G7 members (UK, US, Canada, Japan, France, Germany and Italy), the UK government has invited Australia, India and South Korea to join the summit discussions (last year’s summit was cancelled). Main topics on the agenda: the fight against the Covid-19 pandemic, global economic recovery after the pandemic, reform of international taxation (including digital taxation), the fight against emerging threats and the main security issues, the response to climate change, aid to developing countries, and the main developments in recent international news (Belarus, relations with Russia, developments in the Middle East). Transport, Telecommunications and Energy Council. - TEN-E Regulation: Definition of a general approach on the proposal for the revision of the Trans-European Energy Networks (TEN-E) Regulation. - Hydrogen strategy: exchange of views on the strategy presented last year by the Commission. - Renovation wave: agreement on EU Council conclusions on the renovation strategy for buildings to reduce energy consumption and greenhouse gas emissions. - Any other business: information from the Commission on the latest developments in external relations in the energy sector; request by the Lithuanian delegation for urgent action on safety recommendations at the Ostrovets nuclear power plant in Belarus; presentation by the Slovenian delegation of the work programme for the next Presidency.
