On Wednesday 17 March, the members of the European Parliament Committee on Budgets approved one implementing regulation and two other texts on the methods for collecting own resources for the EU budget.
The three regulations complement the own resources decision linked to the new 2021-2027 Multiannual Financial Framework (MFF). The own resources decision was approved by Parliament in September and by the Council of the EU in December 2020.
This text is currently being ratified by the Member States. Nine EU countries have ratified it so far, including Spain, Italy, France and Portugal. As a first step, a new category of own resources, which is based on national contributions calculated using data on non-recycled plastic packaging waste, “should be introduced”, according to the own resources text.
The regulations approved on Wednesday include provisions on calculating own resources, managing cash flow and on monitoring and inspection rights, which are needed for the revenue side of the 2021-2027 EU budget to function properly.
The European Parliament plenary vote on the three texts is scheduled for the 24-25 March session.
2022 budget. On Wednesday, the Committee on Budgets also adopted the guidelines for the 2022 EU budget, which will be significantly bolstered by the EU’s economic recovery plan. The report by Karlo Ressler (EPP, Croatia) on the guidelines was adopted by 30 votes to 3, with 7 abstentions. The MEPs say they want to deliver “a forward-looking budget that plays a key role in the recovery process”. (Original version in French by Lionel Changeur)
